IIA has served as lead advisor on some of the most complex and precedent-setting public infrastructure transactions in the United States and internationally. Our engagements span the full lifecycle — from policy and enabling framework development through procurement, transaction structuring, and delivery.

Since 2012, IIA has been the lead advisor to the U.S. Army Corps of Engineers' Alternative Finance and Delivery program for Civil Works and Water Resources — advising on virtually every project accepted into the P3 Pilot Program and working directly with the White House and Congress on related policy and legislation. Notable USACE projects include the Fargo Moorhead Flood Diversion, Cape Cod Bridge Replacement, Brazos Channel Deepening, Denver South Platte River Restoration, LA River, Inland Waterways Modernization P3, and Louisville Metro Flood Protection System.

In the water sector, IIA serves as lead strategic and procurement advisor to Valley Water on its $1.6 billion indirect potable reuse P3 in Silicon Valley — viewed as a national precedent — as well as to the Cities of Lake Oswego and Portland on a progressive DBOM wastewater treatment facility, identifying over $100 million in ratepayer savings. IIA has also advised UCLA on campus water delivery solutions.

Jill Jamieson is the President and CEO of Illuminati Infrastructure Advisors, a boutique advisory firm specializing in helping public sector entities fund, finance, and deliver complex infrastructure projects as well as undertake broader government reforms and economic development initiatives. With over 30 years of experience, Ms. Jamieson is a globally recognized leader in infrastructure finance and delivery, having worked extensively throughout the United States, Latin America, Europe, and Asia.

Having successfully helped clients deliver over $40 billion in infrastructure projects across multiple sectors, Ms. Jamieson currently advises a wide range of federal, state, and local public authorities across the U.S. and the globe — on topics ranging from policy and legislative issues to project-specific transactions. Ms. Jamieson is also a Distinguished Senior Fellow at Northeastern University's Global Resilience Institute.

An author and frequent keynote speaker on public infrastructure funding, finance, and delivery, Ms. Jamieson has been called to testify as an independent expert before the U.S. House Transportation and Infrastructure Committee and its Water Resources Subcommittee.
